In South Africa, and for the most part of the developing world, the construction contractor is often not fully educated in the administrative side of his business, and this is worsened when they do not understand English to the same extent as the professionals who engage with them. These professionals are agents of the employer, and as such do not care much for the plight of the contractor. Being, misled and underpaid the contractor is bound to make little or no profit, and the majority barely make a living to speak of, and learn as they work as they are not taught what they need to know before being engaged in contracts.

As per legislative requirements, ALL who wish to be contractors have to register with the CIDB (Construction Industry Development Board) the registration is allocated in classes or grades, with 1 being the lowest and 10 being the highest. This grading allocates the work for each in accordance with complexity and grading also has a financial reference.

This grading means that many who in the industry never actually get to participate due to lack of knowledge, by illustration, the serious contractors only emerge from the grades 3, 4 & 5 where they become active participants in the industry, the majority, (over 60 000 nationally), never get work.
